Why that is the answer

The Prime Minister leads the government and carries ultimate responsibility for its policy and decisions. The monarch is head of state, not head of government: the King appoints the Prime Minister but does not run the country. The Speaker chairs debates in the Commons and stays politically neutral, and the Lord Chief Justice heads the judiciary, which is separate from government.
